Explaination needed - confused

In yesterdays reading I was confused at this part.  Why was he "conscience-stricken" for counting men?  And why such a harsh punishment from the Lord? 

10 David was conscience-stricken after he had counted the fighting men, and he said to the Lord, “I have sinned greatly in what I have done. Now, Lord, I beg you, take away the guilt of your servant. I have done a very foolish thing.

Thanks for any insight.  Maybe I read over something too fast...

  1. What book is this from? (Yeah, the Bible, I get it. I mean, what book in the Bible?) Since I haven't read that verse, I'm guessing here, but maybe David was relying on the strength (numbers) of his army rather than on God's strength?

    This was the reading... could be what you said but just sort of confused me cuz the punishment was the death of 70,000 people just for counting up men?
